Preheat oven to 350°F (175°C).
In a small saucepan, combine honey, soy sauce and minced garlic. Heat over medium, stirring frequently, until glaze is warm and well combined, about 5 minutes. Remove from heat and set aside.
Place frozen pork loin on a baking sheet or in a roasting pan. Rub with olive oil and season all over with salt, pepper and garlic powder.
Pour half the honey soy garlic glaze over the pork, turning to coat evenly.
Roast for 1.5 to 2 hours, basting with remaining glaze every 30 minutes, until internal temperature reaches 145°F (63°C).
Remove from oven and let rest 10 minutes before slicing. Spoon any remaining pan juices over the sliced pork.
